After 75 years of good and loyal service, the green card could well and truly disappear. In any case, this is what the Federation of Insurers proposes, for several reasons.
Created 75 years ago, the green card has found its way into all vehicles. This valuable document allows the police to check that the car is indeed insured, a legal obligation incumbent on all motorists. However, this document could disappear in the years to come, according to the MoneyVox news site. This proposal is defended by the Federation of Insurers for its many advantages: more simplicity, more ecology, less fraud… The point.
Is the green sticker effective against car insurance default?
Appeared 75 years ago, and supplemented 40 years ago by the green sticker to be affixed to the windshield, the green sticker could disappear from the insurance landscape within a few years. However, the role of this document is particularly important: the police can thus verify that the vehicle and the driver are in order, with valid car insurance… or almost! Because the green sticker, issued once a year by insurance companies, is not updated in real time. In the event of termination by the insurer or the insured during the year, the paper document still appears to be valid, when in reality it no longer is.
It is this discrepancy that poses a problem for insurance companies, as well as the ease of falsifying a document of this type, which allows some drivers to drive without car insurance. However, this offense is severely punished by law with a fine of 3,750 euros which may be accompanied by the suspension or cancellation of the license and the confiscation of the vehicle. The fact remains that around 750,000 motorists would drive without insurance in France according to figures reported in 2018 by the National Interministerial Observatory for Road Safety.

The Insured Vehicles File to the rescue
The Insured Vehicles File, or FVA, was created in 2016 with the aim of checking the validity of an insurance policy in (near) real time. Thus, since 2019, the police can consult the information using the registration number of the vehicle checked. The data contained therein is updated very frequently, since insurers have a maximum period of 72 hours to add any changes made to a contract such as subscription, modification or termination.
In order to guarantee more effective controls and to fight against fraud, the Federation of Insurers recommends the use of this precious tool which is the FVA. During a roadside check, the police would therefore no longer check the paper sticker or the green sticker on the windshield of motorists, but directly this computer file. They can already do this on a case-by-case basis, however, with a notable drawback, since this type of control then takes much longer than a simple glance at the green butterfly.
Other good reasons to do away with the green sticker
In addition to increasing the safety of all road users, the end of the green sticker has other advantages. For motorists, it will then no longer be necessary to remember to change their sticker every year, at the risk of forgetting it and only noticing it during a police check. By eliminating this paper document and sending it, the gain would also be ecological, since it would thus be 50 million green cards that would no longer have to be sent each year to all policyholders in the French car fleet. Enough to save money for insurers, since the cost of these shipments is estimated at 300 euros for 1,000 stickers, who could choose to pass them on to the car insurance contributions of their customers.
